Justice Exists For All: "Minus the State Of Oklahoma"

"The purpose of the Eleventh Commandment is to maintain the promise that justice exists for all; that no one should be able to subvert, avoid, or deceive the due process of law. Whether it involves affecting change in elected office, statuatory process or public opinion, the Eleventh Commandment will be there. There are those who may attempt it, but thou shalt not get away with it"


In the state of Oklahoma, specifically Garvin County, justice has literally been removed, erased whatever you would like to call it for the families of Chanda Turner and Shiela Deviney. Both of these women lost their lives as a direct result of intimate partner homicide. The elected officials, law enforcement and political powers in the State of Oklahoma have not only decided never to investigate, bring forth charges and arrest the husband and boyfriend in these cases. But they gave each of the suspects the blessing allowing them to tamper with crime scene evidence after each murder, right under the nose and likely with the old west mentality of law enforcement.




The Sheriff' in my opinion has used everything in its' corrupt and crooked magic bag to harass and personally threaten each of the families. It is likely the Garvin County Sheriff's office is still operating under 1850's old west procedures when it relates to the murdering of a wife and a girlfriend. The current Sheriff might want to change the language on its' current website it reads "the office of the sheriff is one of antiquity. It is the oldest law enforcement known within the common-law system and it has always been accorded great dignity and trust."

CHANDA TURNER, just 23 years old, was shot to death at her home in Paul's Valley on July 12, 2000. Her boyfriend claimed she shot herself while he slept through the sound of gunfire, then found her outside on the backsteps after she was dead. Crime scene photos depict blood throughout the inside of the home, including on the mattress he claimed he was asleep on. The mattress had been stripped of sheets; no one asked where they went. There were more signs of clean-up in the bedroom, including a bottle of cleaning solution on the floor. The boyfriend had fresh scratches on his arms, and Chanda was covered in bruises. There were signs of a struggle in the livingroom, including broken furniture.

Sheila Deviney, 30, died on Jan. 6, 2004 when her trailer house, located about one mile east and one mile south of Maysville, Oklahoma, burned to the ground. She was murdered. It should be no surprise that Sheila was married to an abusive controlling man. They had a court date over past due child scheduled the next day. According to eye witnesses, her ex-husband was at the trailer, although divorced, and by law not allowed on the premises, he and another friend destroyed evidence and took items from the home.

Where are my manners? I forgot to discuss the "participation" more like spitting in a spitoon of the District Attorney's office, both past and current administrations's have been non-existent. The office refuses to open the cases. They will not take calls from the families who have important documents and information. They refuse to give a damn!

Perhaps it has something to do with the person whom now heads up the investigations for the District Attorney's office? Oh wait I remember now, he was an investigator on both the Chanda Turner and the Sheila Deviney case's.

Because of the blatant disregard for justice not only in these 2 murders but through out the state a newly formed alliance of concerned and committed citizens was created and appropriately titled the "Eleventh Commandment" to counter a growing plague of police corruption, political apathy and administrative malfeasance all of which played a part in the untimely murders of a number of local citizens which have yet to be solved.

Their Mission: is to maintain the promise that justice exists for all; that no one should be able to subvert, avoid, or deceive the due process of law. The members and supporters of this organization work tirelessly to uphold the lawful efforts of legitimate law enforcement officers, district attorneys, judges and the zealous advocates in the public defenders office as well as congressional legislators and the common man. They also work just as fiercely to expose those who would corrupt our way of life with vice, graft, corruption, deceipt, brutality and murder.

We can all take a page or two from the families in these cases. When the bolder was dropped at the door to enter the legal system on their journey for justice, they refused give up.


In addition,the newly formed team of “Intimate Partner Homicide Investigation” with Sheryl McCollum, Director of the Cold Case Institute, Holly Hughes, former Atlanta Prosecutor turned defense attorney and Susan Murphy Milano have joined the battle cry seeking justice in both of these women’s cases. We aired and presented each case over the past 2 weeks on blogtalk radio. Our broadcasts alone was in our opinion more than enough to have both the Turner and Deviney case re-opened.

According to Sheryl McCollum “although we will never know what forensic evidence was present because the crime scene was not secured properly in either of the cases, other evidence provided is more than enough to investigate and demand each case be re-opened.”

McCollum goes on to say and in Chanda Turner’s case “ We know from photographs that there was blood spatter evidence that was not considered, we know from forensic reports that there was primer residue evidence that was ignored.

Defense Attorney Holly Hughes and a former prosecutor out of Atlanta believes that the Gavin County Prosecutor in refusing to open both the Turner and Deviney cases is" covering up for those who did not properly do their jobs. It is clear from the photo's of the fire in the Deviney case that the "good old boys" will not prevail."

And one final note to the Law Enforcement and Prosecutors of Garvin County, as a veteran with over 20 years experience in Intimate Partner Homicide, I will not allow you nor anyone else to continue "pissing" as you have on the graves of Sheila Deviney and Chanda Turner. I am not fearful of your threats to locate and silence me. It did not work in 1989, when my father a violent crimes detective murdered my mother.

  3. My lord. I kept hearing about Garvin County on some of the boards and so I looked it up. I could not believe that three murders and three subsequent cover ups took place in such a short period of time in such a small area with the same individuals. I feel for those poor people in Oklahoma. Bless those who stand up for right. AD

Watch the news any night in OKC and you see the medical examiners screwed the pooch, the OSBI couldn't find water if it fell out of a boat, cops arrested for selling guns to the mexican mafia and the deputies are clearly on the take with dope money. Hello? Earth to Feds: Garvin County is burning to the ground and alot more people are going to die without some help.

  7. I didn't know until just now that Sheila Deviney's case was actually classified as a murder. The word all over here at Lindsay, Oklahoma is that it was an accidental house fire. I looked on the OSBI web page and the case does not appear. Talk about buried. This reaks of corruption.

    I say God Bless those people protesting the Sheriff's Office but please be safe. I'm wearing my blue bracelet now. It's been a long time coming, but Garvin Coutny is more corrupt that any place I've ever been to in my life. I hope the federal government comes down here and cleans this place up and but good.

  15. There is no secret to who killed Sheila Hendrix--I mean Deviney. And he and his friends are dangerous and they'll kill again if they are allowed to. The Sheriff allowed it to happen. Is there anyone out there who is really listening?

    The blue bracelets are being worn all over and membership in the ELEVENTH COMMNANDMENT is up by leaps and bounds. The law abiding, tax paying citizens of Garvin County have grown tired of watching crimes being covered up by corruption again and again. Maybe our David like stand against this Goliath will convince those outside of our community to take a closer look at what goes on here and work quickly to extend to us the due process of law. They may do it, but THOU SHALT NOT GET AWAY WITH IT...

  17. There was a similar death like this in Sulphur, Oklahoma a few years back, very similar to Chanda Turner's case. The girl's mother felt that it was a murder, but can't prove it, and the Murray County Sheriff (just south of Garvin county) bothched the case. Small town police departments should have the resources to bring in big city detectives to help solve their cases. I am proud of you folks and way to go for the Eleventh Commandment. I will make sure that the producers of 48 Hours Mystery realize this and take a deeper look at Chanda Turner, Sheila Deviney and the man Horton as well. Garvin County, Oklahoma needs a spotlight shined on it.--LW

  21. You people are being too hard on the Sheriff. Brooks is one of the least corrupt Sheriffs Garvin County has ever had. In fact, he has a standing rule that he only takes one pay off per day. His deputies pick up that single envelope full of money from that same cattle guard pipe and everything runs smoothly. He isn't greedy. You people just want to cause trouble.

Status update: As of Monday, August 23rd, a concerned group of business owners outraged over the overlooked status of Sheila Deviney's case (and the refusal of the Garvin County Sheriff's Office to re-nominate it for an OSBI reward) have pledged a total of $50,000 for the arrest and conviction of the persons responsible for the murder of Sheila Deviney, those who acted as accomplices, those who conspired to conceal the crime and those who provided safe harbor.   34. You'll know it when you're suddenly accosted by what look to be slightly paunchy, beady eyed psycotic UPS men with guns led by a man who really does look like Elmer Fudd. (U scwewwy wabbit! huhuhuhhuhuhu)

    Seriously though, I-35 runs right through it about halfway between Okla City and the Tex border. There really are some good attractions down there in Garvin County, such as the toy and action figure museum and well...the toy and action figure museum.

    Oh, almost forgot. Garvin County Oklahoma has the highest per capita rate of suicide of any place in the world, has the most missing persons buried in the hills and the record for easiest to bribe officials. Forget drug money, stolen drill pipe and hookers, you can get a backhoe stolen and fenced any friday afternoon for a stringer of noodled catfish! Hooray.

I shit u not, I nearly got trapped in the Garvin Couny courthouse when it was evacuated (I was sorta busy with the daily democrat in the middle office next to the elevator) cause some dumb bastard called in a bomb threat so the deputies would all be busy so they could land a plane full of dope out at the airstrip. They're trying to pass liqour by the drink here, hell they ought to just pass ganja by the joint and alot less people would be knocked off every year and there wouldn't be no cause for it.

  37. My son died under similar circumstances in Mayes County OK in 2008. Same situation corruption and more corruption. Garvin county sounds so much like Mayes county. The sheriff's dept there is corrupt from the sheriff all the way down. And then to top it off you have an M.E. office that could care less. They all want to just call it suicide get paid and call it a day.

  39. I heard this story on NPR this morning. The reporter made it sound like this has been a problem since Oklahoma has been a state. I can't believe these 2 women are the first victims whose cases have brought state corruption to the forefront. If NPR is telling the truth, which I doubt because they are so incompetent, why has this corruption been ignored for so long? Why does it take state legislation to investigate a crime? Where has the media been? It's their job to notify the public about government corruption! What happened to all the other victims whose cases have been misindentified? Surely their families objected. Why isn't the media telling us about them?

    NPR is just fear mongering. Law enforcement sometimes gets the bad guys then other times law enforcement is corrupt. It's a general problem and not just in Oklahoma as Susan and NPR make it sound. You'll be happy to know the old sheriff was voted out in November.

  41. hughes county in oklahoma is also crooked becouse the prosacuters office is alowing felons to own,, carry,, shoot,, and thretin and intimadate its citasins becouse thairs a convict in hughes county that was paroled from prison in california and moved to hughes county oklahoma inmates name {{ronald dennis middleton crimes comited in california {{robery}} {{kidnaping}} {{rape}} and the sheriff and prosacuter ignore its citasins crys for help and to this day mr middleton is still shooting at passing autos and nabours homes if any one in police enforcement reads this {{{please help}}}please please please

  45. this whole eleventh amendment movement has vanished, apparently? maybe they all submitted their tips to the email address in the first comment and were 'rounded up'. i've never had any involvement, on any level, in a criminal case nor have i been arrested ever in my life, however, what i've seen of oklahoma -an attorney or judge or ANY of their friends could, pretty much, lie, steal, obstruct justice, collude, conspire, kill (or otherwise brutally victimize) any citizen and simply get away with it without any problem whatsoever! i have piles of documentation that would lead you to the same conclusion or even circumstantially prove that a premature death actually occurred in my own unfortunate circumstance!-either way. i could prove on, probably 50 counts, violations of laws and/or statutes by the very ones who supposedly swear to uphold them. NOBODY CARES. THERE IS NO CAPTAIN OF THE SHIP WHATSOEVER! i have nothing negative to say about the cops; although i would never pose a problem for them in any way, shape, or form! what i do feel confident of is that if the cops escalated a case to the courts - they would likely be escalating the case to a pack of pathologicals....I believe I can prove actual, bonafide criminals.. therefore, what on earth is the point? and, no, there is nobody to TELL in oklahoma. you name your agency in your state and i'll name the agency in oklahoma (if there even exists a supposed comparable entity) and prove either their conflict OR that they care about existing for purposes of acquiring grant money versus doing the job they were designated for. the way the brother agencies are structured in the other 49 states is not the way they are structured in oklahoma - how different could state laws be?!-see for yourself. guarantee, you could effortlessly ferret out thousands of victims who are shaking in corners and afraid to say anything! i can name many, but for obvious reasons, would not do so here. let us not forget that pathology tends to begat pathology and many of these nasty, corrupt small towns are filthy, dilapidated, and either dead or dying. can't imagine why oklahoma has such a poor health/mental health/drug abuse standing amongst the other United States, can you? go figure. what i have learned has been courtesy of a 'glimpse behind the mask' of Mayes County, Oklahoma et al ... Rogers and Craig as well were involved. friends to the end - fighting to snuff out the bare minimum, basic human rights of residents........ wanna see what happens when you fleece a populous of their Constitutional Rights, God given rights, and right to Life, Liberty, and the Pursuit of Happiness?? Come one, come all...step right up. this may end up being the future of our country if we don't retain our rights so I would assert that it is 'good insight' for all to see. It's a Regime, from what I can tell, where a group (let's call them the courthouse group) thinks they are the masters of the citizens versus being Of the People, By the People, and For the People! regimes aren't supposed to exist within the United States of America, as far as I ever knew.
